How made this separation?

I search in templates, but I don't view how make this separation, and its very interesting.

But my doubt is other, in my last post, in the image of this other forum, in the blocks of threadlist, appears a blank line separate stick threads and normal threads.

In my forum, using algo a separate stick threads, the threadlist not appears this blank line separate.
