Tagging Functionality

I would like to be able to have pre-set list of tags users are forced to use at least one of for a post. How can I set specific tags for different forums?

Also, where about would I make at least one tag mandatory? I can't find the post at the moment, but awhile back I did see a template edit or something for the CMS blog that would require at least one tag for a post to go through. :)
