fully integrated twittering app

I would like to see a fully integrated twittering app. One where users can post their tweets and admins can post threads to a twittering account

It would be nice if users had the ability to enable tweets from a forum (Thread or post). Also it would be nice if admins can enable tweets from from specific forums weather its all threads, all threads and posts or all posts.
