A security issuse
 

the editing a post for general customer's active for 20 minute while same customer can to edit a post for 4 month ago..! how its possible?
meanwhile this edition done same time on two comment's..please take a look on following link " how he can edit two post same time at 13:50" and while the edition disable by administrator !!

What do you have set in AdminCP > Settings > Options > message posting and editing > Time Limit on Editing of Posts

but
I do that AS YOU SAY'S .. my means limitation time set to 20 min for everyone . but he/she still be able to edit self-them

What usergroups are they in? Are they a moderator in any forum?

If he is just a Registered User and you have the editing set as you say it is (20 minutes), then there is no way he could have edited a 4 month old post unless a modification is allowing him to.
