Background color for editor interface controls?

I swear, I'm using Firebug..

From what I can tell, this should be blockrow:

And it's background color is set to silver.

Where do I set this? I'm trying to get my editor interface to have a silver wrap around it, the way vB3's did, instead of sharing the same background as the rest of the page.
