testing environment?

I just bought VB, and I was wondering if it was ok to use the same license to set up a local test environment so i may make a custom theme for the production site.

the vb license allows you to create a single test install, as long as it is in a password protected directory.

(the exact details can be found in your license agreement from the vb.com members area)
