May be topic name is not so corrent but anyway, i copy-paste this extreme-simple code:
First is from default 'header' template

yeah sure commercial stuff always better, thanks for support!
it is much easy to rip build_notification() function than to understand vbulletin template logic.

btw
attachments in personal messages and first post sticky on every thread page - evey forum engine got this
but not those commercials, all mods to do this is outdated to 3.x.x versions.
