tried searched but cant find a answer
 
Is there a mod or setting that does this :

ony allows a user to start a new thread in a specific category if they have replied to X amount of threads in that category.

Is there a way of doing it with usergroup permissions or is there a mod for these kind of tricky settings?

this one is close, the other i was thinking of is out of date and unsupported but
barbole does this stuff for cash so ask him to alter it for you, its his code so ..
