floating top links

my top links is adjusted after the right side of browser. i want them to be fixed over my banner.'
how do i do this?

still need to know:)

If i didnt express myself well, i want my toplinks where i login to be fixed. Above my banner. Atm they are moving around when im expanding the width of my browser.
