Secondary avatar visible to only specific usergroup

Is there a way that would allow for admin/mod to upload a second avatar for a user through admin/mod CP which would ONLY be visible to a specified usergroup?

The thought process is that users can still have their own avatar, but the mods/admins can then use a custom avatar to tag the user for a reason.
