Announcemnts at the top of Forumhome in VB4

I have been looking but have yet to find a Mod that allows you to place an announcement at the top of the Forumhome in VB4 and searches keep taking me to similar Mods made for VB3.

Anyone know where to find one? I'd greatly appreciate it.
