The social bar is something I built just this week... so still making tweaks to it here and there... but right now it works like so:
Shows on all pages with Tweet and Like buttons.
Collapsable so people don't have to see the scrolling feed.
50% of the time, the first feed is a "Did You Know..." blurb that tells something about this site that users might not have known (if that one shows, it shows for 20 seconds). Then it continues with the normal tweet feed that scrolls them every 10 seconds.
The feeds can be unique to specific forums. For example here it shows tweets from Twitter accounts related to forum software: http://forums.digitalpoint.com/forumdisplay.php?f=64 Google: http://forums.digitalpoint.com/forumdisplay.php?f=5 Microsoft: http://forums.digitalpoint.com/forumdisplay.php?f=43 Programming: http://forums.digitalpoint.com/forumdisplay.php?f=17 etc...
If we haven't defined a feed for a forum section (or they aren't in a specific forum), currently we are using tweets from premium users as "filler" (that might change though).
It's all pretty new, so still making changes to is as I see fit (when it was first rolled out a few days ago, it wasn't collapsible, had no unique feeds per forum, had no "Did You Know..", etc.)

Just kind of one of those fun things I threw together real quick.
Am working on a bar like this tho my coding is Nothing to Shawn's
