Under Construction Message

I can access my site through my Admin Control Panel but whenever someone else enters my URL they get the "Site Under Construction" message.
The site is turned on in the Options area and the permissions look OK.
What am I doing wrong?
EDIT:
The issue was with the Server. (Hostgator)
They corrected the problem.
I'm a happy camper again. :D
