if some one uses my licence without my knowing what should i do

Contact their host and let them know about this and ask them to take down the site.

some one help me with this matter i dont know who hosted that site and were is it hosted i tried a lot but i ddint get any details about it can some one please help me in contacting the service were it is hosted

How they got your vbulletin licence info?

i dont know how they go it but vbulletin only send me that message that they are using my license

Its not possible that someone is usesing your licence unless you gave it to someone else

no guys may be mine email got hacked and they may be using mine license

Considering that's who sent him the email telling him that it was being used illegally, that's not going to be much help.

If you can't get it taken down by the host, you're out of options. You might want to take better care of your email security.

Go lookup the site and contact their host. They may or may not help you out. There are a LOT of hosts that are very good at making sure sites without proper licenses are taken down when they are contacted about it.
