Force Tags?

Hi there!

Is there any modification that forces users to enter a specified number of tags when starting a new thread? I know there are many autotaggers, but autotagging are the contrary of the idea of "user-given tags".

My idea is: If a user starts a new topic, he has to enter at least "xy tags" for his topic, perhaps only in specified forums!

That would be my personal ModOfTheMonth
