Is it possible to block a specific IP address
 
also, after blocking it a while, if I lift the ban, will those banned users (registered prior to the ban) become live again? Thanks

AdminCP > Settings > Options > banning options > ban ip

Yes, if you remove the ip, then those users will be able to log in again.
