Can this be used for 4.X?

I'm creating a site for the military. This hack was created for 3.X and the instructions don't flow for 4.x. Could somebody tell me if I can use this for 4.X and where I would put the code? Thanks!

I added instructions for using it in VB4 in the mod thread. If you have any more questions please ask in the mod thread, I will follow it.
