Thread visible to thread starter and admin only
 

Is there a mod that lets me create a subforum (open to all members) where new threads are visible to thread starter and staff (admin and/or mods) only?

I don't think you need a mod... in Admin CP ->Forums & Moderators -> Forum Permissions
set: Can View Others' Threads and Can Reply to others Threads to NO for a specific forum for each usergroup you want.

That is an option for user groups, not forums, is it not?

it is settings per forums per usergroups you can set.

If you go tp Admin CP -> Forums & Moderators -> Forum Permissions you can set those permissions per forum per usergroup.
