CMS is missing in my AdminCP

in (vBulletin 4.0.2 Patch Level 4) CMS is missing in my AdminCP. why?

Reupload all your default files. Most likely you didn't upload them all. Or, do you have your plugins disabled? If so, that will remove the CMS and Blog from your admincp.
