I think it should increase the size of attachments
vbulletin skin now 4 very heavy, I think it should increase the upload capacity
winrar or upload formats, I can split many files, winzip it can not be separated into multiple files

Just remove unnecessary redundant folders and you should be well under the limit.

1- delete all Thumbs.db files, they are pointless
2- seperate the .psd from your release, put them in their own zip
3- use compacted jquery versions.. the .min version is enough for all needs.
4- when saving from photoshop, use the Web format, not basic .gif or .jpg...
5- do not use .png format for files that do not require transparency... use .jpg instead, you will spare 5x the size of your images.
