I'm struggling and need help
 

This seems to make perfect sense to me and its frustrating me to no end.

In my community, I want to give certain people permission to submit articles where I can then go and approve them accordingly. I created a usergroup called Contributors and gave them permission via the ACP (CMS area) to Create Content. I then added a user to that usergroup as a secondary usergroup. No luck. They have no permissions to submit articles in that section. I can't figure out the permissions structure with vBulletin and it isn't as intuitive as other packages I have used. Can anyone help me out?

It sounds like you did it correctly assuming you really did modify the permissions for that usergroup for that section and that the Primary usergroup they are in has "Allow Users to have Member Groups" set to Yes.

Okay Lynne, I checked. I have "Allow Users to have Member Groups" set to yes. Still no luck.
