Which Software/Programs to Use if I Want to be an Escrow Merchant Provider??

I'm looking for a software/programs that allows me to act as an escrow merchant provider.. giving me the ability to charge a small percentage of the fees similar to that of www.elance.com

Could anyone recommend me a system that can accomplish this.. I don't want to use online services.. just a one-time buy and the system/license is mine to use for good.

you can purchase a complete system for freelancers or some personal ads system that integrate Escrow, but they are not numerous, because the Escrow company is really stiff on approving third party products... security risks.

but for vBulletin, nobody ever created one to be released publicly
