custom "titles"?

I know on some sites under the user name there will be like a red star and will say "charter member".. then maybe a gold star and "gold member".. for the life of me I can not figure out how to do this:confused:

Ranks can be post driven. Or they can just be usergroup driven. Or, a combo of both.
