cant find how to add this in thread
 

hi, i have been looking on how to add the top bar ass seen in screen shot.
just wondering if anyone would be able to tell me where in which template i add it please?
at the moment its just writing, the rest of the style is done, just not this part.
can i add in css or? just would love to know please. even in code, or what to do etc if thats ok.
