[OtLand] Hide expired and reversed infractions from the Infracted User

This modification is a port of the same vBulletin 3 modification (https://vborg.vbsupport.ru/showthread.php?p=2041419) to vBulletin 4. It has a few code improvements from the old modification too. However, the control panel options are removed to keep it simple. It has only been tested with vBulletin 4.0.5 and 4.1.0, but it is assumed to work with all vBulletin 4 versions.

What does it do?
It hides expired and reversed infractions from the infracted user on his settings page and on his profile.

Original credits for the vBulletin 3 modification goes to sockwater.
