force an RSS feed from a vbulletin that doesnt offer it?
 
is there a way to force a rss subscription from a forum that doesnt offer it?

I'm not sure what you mean. Are you talking about creating an rss for a forum on *your* site (that is not accessible to the public and therefore doesn't have an rss feed) or getting an rss feed from some other site? If the first, you may modify the external.php file to show feeds for forums that it normally would not. But, you cannot get an rss feed from a website that doesn't offer one.
