Reverting Problem

Having a problem with my boxes at the bottom of my messageboard with our default skin:

The Thread Display Options, Icon Legend, and Posting Permissions boxes are all whitened out. How would I revert them back to their original specifications?

It also seems to affect the What's Going On? box on the index as well.
