Fixed Forum with Stretched Header, How to?

I was always wondering how to perform a stretched header using a fixed layout.

For example, say your forum is fixed at 1024px, but you want a header or a navbar ..stretching past the 1024px and touching both ends of the browser...

Anyone know how to do this trick?
