How to make a Gateway Page?

I run a forum that has an Adult Section and I want to set up a page that asks if the user is over the age of 18........It has two buttons, one for Yes and one for No. The Yes option takes you to the section and the No option takes you back to the home page.

Can you not just add a simple HTML page that has two links? one takes them into your adult section and one that take them off to another page you point to?
