That style is not for sale. The modifications/styles shared on this site are available for vbulletin licensed customers to download for free. They are made by other vbulletin customers. Language packs are shared over on vbulletin.com

Andres, the prices for a vbulletin license are listed on the bottom of the site page - http://www.vbulletin.com/index.php The current 4.x version available for download is 4.0.7, with 4.0.8 expected next week. The style you linked to was designed for 4.0.6, but if you click the link for the demo, you'll see he is running 4.0.7 on the site and it works just fine. So, if you purchase vbulletin and download the latest version, then you should be able to upload that style to your site with no problem.

I wonder if it is very difficult to install this on my hosting and I have to know database.

Perhaps there is some manual or someone to help me install once you have purchased a license.

Most styles can be installed by importing a XML-file into vBulletin and sometimes upload a directory with graphic elements to your server. If any special actions are required the style will most likely come with instructions.

Although the video is done in 16 mins or so it's typically less than a 10 minute install if your familiar with setting up a database in cPanel or your hosting manager but that's in the video so check it out. It may not be in your native language however actions speak louder than words when it comes to video tutorials :D.

Styles don't come in languages. You would need to install a Language Pack (available only on vbulletin.com) to have the text show up in a different language.
