Create usergroup permitting PMs to and from admins while disallowing all other PMs.

Is there a means by which a usergroup could be created that would permit private messaging between members and admins/super moderators while disallowing private messaging with all other user groups?

Surely there must be a way to create such a usergroup.

I found a hack available for vB 2 however it was never updated to support vB 3. We have vB 3.8.
