adding users manually - agree to forum rules

Hi folks I've installed vb 4.0 publishing suite/forum

I'm setting up vb to be used by a small organisation - so that their members can communicate with each other.
I'm going to add users manually as they become apart of the organisation, but that means those users don't have to agree to the forum rules - because they don't actually have to fill out the register form. This is a problem because we legally need users to actively agree to the forum rules.

We could send each user a link to the register.php form and hide any links to the form from the website, but outsiders could still goto the url mysite.com/register.php and sign up.

Does anyone have any ideas or solutions to this?
Just to recap:
- I need users to actively agree to the 'forum rules'.
- I want to be able to iether add users manually or invite them to register and hide the register form from guests.

any help is much appreciated

I don't know, but maybe VSa - Advanced Forum Rules will help? I think it has an option to make users accept rules.

Thanks. That plugin is awesome! Its basically exactly what I'm after.... but :)

I'm thinking about building the site around vbulletin 'groups'. There will be a forum but it will be hidden from all users. The home page of the site will direct to /groups.php
Users will join the groups they like and have discussions within them. There won't be any other mode of communication between members - i'm hacking away at vb to hide everything else.

So that plugin is awesome but it doesnt apply to group discussions or replys : (
I want to go with groups because it's a less formal way for members to interact.

Good Luck with that. It's tough enough to start an open forum. I cringe at the thought of expecting people to sign up for a private invisible forum.

Also it's an uphill battle to get members to use Groups properly. VB still doesn't offer forum discussions for Groups, instead having single threaded topics. At least it offers subscriptions now, but only as often as once a day and then it doesn't link to the last post read, making you have to search around to find your place.
