Hello

is any way i can display a HTML message to all users when they open forum
for example a pop up message

second question:
when a user reply to another user post, send an email to first user for notify him
how can i do this setting?

For the users message there is a built in system for this in the AdminCP. It won't do a pop-up but will display at the top of the page for the selected groups

Notices > Add New Notice

and the user getting an email.

Automatic Thread Subscription Mode under the users edit you can set-up if they get an email or what.
