I keep getting this error in vBulletin 4.0.7:

Warning: require_once([path]/includes/functions_users_cleanup.php) [function.require-once]: failed to open stream: No such file or directory in [path]/includes/adminfunctions.php(2142) : eval()'d code on line 2

Fatal error: require_once() [function.require]: Failed opening required '/home/xmar/public_html/includes/functions_users_cleanup.php' (include_path='.:/usr/lib/php:/usr/local/lib/php') in /home/xmar/public_html/includes/adminfunctions.php(2142) : eval()'d code on line 2

What seems to be the problem? I can't find any functions_users_cleanup.php file, I downloaded vBulletin again through vB and it's not even there?

That is from a modification (that file doesn't exist in default vbulletin). It looks like you are missing the file includes/functions_users_cleanup.php
