Different Image Upload Options?

I am trying to figure out why IE allows for a local image upload (that is, you can browse to the image on your computer and insert it into a post) while Chrome only allows for an image URL. Take a look at the side-by-side screenshot (attached). Is this a known issue or do I have a setting not checked correctly? I would like to be able to allow users to upload an image directly from their computer from any browser. Is that possible?
