Image Limit (Per Post)

Hey,

I was wondering, I want to add some exceptions that when/if a thread is a sticky, the image limit is removed and/or altered. In what file is the image limit per post function defined (not in the Admin CP, I know that; but I meant the php file (if that's being used))?
