Two Style Questions

I bought a custom style that is fluid. After experimenting I decided I'd like to have it fixed if at all possible. I tried contacting the developer but haven't received any answer, so I thought I'd ask here.

Is there a way I can lock the width of my style? If so, how?

Second question:

I'd like to change the background of this specific section of a thread (yellow highlight in image below). Is this possible, or would it affect the entire background of the forums?
