How do I post a notice on an event from the calendar ?

I guess you mean "automatically"? I'm unaware of any way to do it. Your only choices are what you see in the Add New Notice box.

However, many of us settle for moving Upcoming Events to the top of the page, which is kind of the same thing. Upcoming Events on Top of Pages
