human verification not shown in admin control panel and front

I've a newly installed vbulletin forum 4.0.3. There is no options for me to choose between image verification and question and answer verifications in the admin control panel
For the image verification, the sample image doesn't show up either.
Please see the attached pictures. Any help will be greatly appreciated.

GD problem ask your host to install GD or (turn it on)

the gd is compiled with php as i can see from the phpinfo and there are some other applications on the same server running which use gd also.
