User Profile Customization

Hell guys, i have been looking all over the place and i have been trying to find it but i cant. Basically what im looking for is the spot where i can change profile colors and stuff.
I'm running vB4 and i have seen some sites where every user has their own customized profile. I cant seem to find this option anywhere.
