change reputation power

Hi there.

I would like to ask how can I change the power of reputation for users. As you know we can change from the control panel the 'Administrator's Reputation Power': vBulletin Options > User Reputation Options > Administrator's Reputation Power: ....

but my question how can I change this for the users as well? I don't want the default one. :)
