New look for Posting Rules (Rules at the bottom of forum display)

Hey everyone working on a new theme and I have always thought that the posting rules could use a little tweak to make them a little nicer looking well I found a simple solution to show all of the information but have it wider instead of it being so tall. Check out the screenshot to see what it does.

How to install:
1. Go to Styles & Templates.
2. Select "Edit Templates" on the theme you would like to apply this to.
3. Open the "forumrules" template
4. Replace everything with the code provided below.

besides the forum rules link at the bottom its the same thing with some unneeded code. I purposely left out the link to forum rules on the bottom because I have a better way to display the rules on my forum.
