CMS no showing any pagination

I have 40+ articles on my front page. The CMS will only show the first 7 (or whatever number is set in the options, this works). It shows no pagination navbar.

When I choose a category, pagination shows up. There everything works fine.

Is this a bug, or by design?

Do you have Pagination Links set to Yes for the section?
