Usergroup promotions: automatically send a PM?

Hi,

I have a "members only" section on my forum for members with 300+ posts and who have been a member for over 1 month, which I manage through an additional usergroup / promotion. I'd like to be able to automatically send out a PM to members when they reach this criteria, letting them know that they now have access to that subforum. Any ideas how I could implement this?
