This mod add group option to disable reporting posts to moderators.I think, it's good idea to hide reporting not only from guests, but from banned users too.

Mod is developped here http://github.com/rcdesign/vb-mod_reports_permission . Patches are velcome.

Could a banned user even read a thread to be able to report it?

This mod doesn't touch topic permissions. It cares about "report" icon & link.

How can I find out who clicked the Report icon or link? Is there a log?

This plugin doesn't work properly with 4.2.2 user group permissions. I have Registered Users reporting disabled and a second group that has it enabled. Well if my primary group is registered users and I am a secondary group of the second allowed group, it will still not show the report icon.
