I don't know if this exist or not.

This exist for IPB so it shouldn't be hard porting it to vBulletin.

Basically you're creating a new forum (but under same link) and all it does is the URL changes on the end. See screenshot

You're not following on the request.. I would understand if I did this

Then, i'll need a new license...However, it's under the same URL but I am creating forum but it becomes a whole new forum...hopefully u understad

I'm not sure on that, it may be violating the licence agreement but I've not read it at length.

From the License Agreement:

Subject to the terms and conditions of this Agreement, vBulletin Solutions grants to you a limited, non-exclusive, worldwide license to install, download and use a single instance of the Software on a single website server ("License") through a single installation. Each License may run one instance of the Software on one domain. Any modification of the Software intended to circumvent the foregoing is prohibited and will result in revocation of the License.
This means that you are not allowed to use the software to create multiple boards using a single license, regardless of the URL.

under forum options:
"Forum is Active (Will not appear if set to no, but remains accessible if the forum's URL is known)"

Doesn't that serve a similar purpose to what you described?

I had no internet for a whole month.

The purpose is to create a whole new forum but it's under the same URL except it might be like /forum/index.php?=new_forum_name

However, I doubt it can be accomplish due to License Agreement.
