Check if user has read admins pm?

Is it possible via vb3 or by installing a mod to check if a user has read/opened a pm?

If i remember correct you can set that a user can not ignore the read receipt of an admin.

Edit: You can set that a usergroup can not ignore read receipts in the usergroup options.
