Moving secondary users to primary usergroups via promotion

Is there a way to move secondary users from lets say a public joinable usergroup to a primary usergroup via the promotion system or any other way?

I wan't members of a public usergroup (secondary) to be moved to a primary usergroup after a certain criteria is meet such as after 30 days.

I need to do this because I want there to be a guest usergroup, member usergroup, and a recruit usergroup. I want guests to become recruits if they apply to a usergroup and want recruits to become members after 30 days.

I have it setup like this:

Guest --> apply to joinable usergroup --> after 1 post people in the secondary usergroup (the joinable usergroup) become recruits --> then after 30 days people that are in the primary usergroup recruits become members.

it is a bit convoluted but I need a way to distinguish beyond the post count/ days registered/ or reputation. So I want to use a specific usergroup to do primary promotions from. Thus only people in that usergroup get the promotion and not everyone with 1 post.

I tried to set it up that way but, the transfer from secondary group to primary usergroup via promotion system is not working.

What are the exact settings you gave for the promotions?

Usergroup: A Public Joinable Usergroup (specifically for people interesting in joining a specific usergroup)
Reputation Level: 0
Days Registered: 0
Posts: 1
Promotion Strategy: Posts
Promotion Type: Primary
Reputation Comparison Type: Greater or Equal To
Move User to Usergroup: Member usergroup (primary group)

So I wanted people to join a usergroup which would put them in a specific usergroup after joining the public usergroup and separate the rank titles of those in that usergroup versus those not in that usergroup. I.E. Recruits versus Guests.
