vb.org Archive - Notice by browser version

Internet explorer 7 has a real big problem with any drop down menu that is available. From all my experiences it stretches the buttons 100% across the site and sometime doesn't show the buttons at all.
Needless to say all other browsers work fine.
I've asked this over on VB but got no reply.
Can notices be made to show up according to the web browser the client is using.
If so how?
I ask this because I would like to display a notice to users of IE5,6 and 7 that they'll need to upgrade to version 8 or higher to enjoy the site
