Since upgrading to 4.0.3
 
When we click a link, a dialog pops up asking us to download the page.

Our server load is wickedly low, at :
Server Load Averages 0.06 0.04 0.03 | 162 Users Online (20 members and 142 guests)

Just cannot understand what is causing it.

Is it a mysql or php issue ?

Doesn't this usually happen if the mimetypes get screwed up and your page doesn't know how to display it so it attempts to download it?

Have you talked to your host? If a file is downloading instead of 'running', then that is usually a server issue.
